Controlled waters, comprising groundwater and surface waters, form vital but sensitive resources. It is the aim of current legislation (Water Framework Directive and EC Groundwater Directive) to maintain and improve the quality of these resources by regulation of industry, development and other activities by such means as Groundwater Regulations 1998, PPC, EPA 1990 Part 2A and the Planning Regime.
